What is Trap-Neuter-Vaccinate-Return (TNVR)?
Trap-Neuter-Vaccinate-Return (TNVR) is a humane and effective way to manage community cats, also known as stray or free-roaming cats. Through this program, cats are safely trapped, spayed or neutered, given a rabies vaccine, ear tipped for identification, and then returned to the area where they were found.
TNVR focuses on preventing future litters rather than removing cats from the environment. Because the cats can no longer reproduce, the population stabilizes and gradually declines over time.
In addition to controlling population growth, TNVR helps reduce common nuisance behaviors. Once altered, cats are less likely to roam, fight, spray, or vocalize excessively. This leads to fewer complaints and a better balance between the cats and the surrounding community.
TNVR also improves the health and safety of community cats. Vaccination helps protect against rabies, and ear tipping provides a clear, universal sign that a cat has already been through the program.
Our goal is to manage and reduce the number of free-roaming cats in Calloway County in a humane, practical way that benefits both the animals and the community.

While the shelter is open to the public, visitors are welcome to come in to search for a lost pet, reclaim a pet, make a donation, view animals available for adoption, adopt a pet, or drop off a previously scheduled Trap-Neuter-Vaccinate-Return (TNVR) cat for surgery.
Please note that the shelter does not offer spay or neuter surgeries or other veterinary services for privately owned pets. These services are provided only for animals currently in the shelter’s care.
